The Aims of Higher Education

The university is meant to provide education and learning to its students to prepare them for the responsibilities of being administrators, entrepreneurs, teachers and professionals. It is the gateway to higher research and implementation of new technologies and ideas. An effective university system in which there is fruitful interaction between the universities, government, business and social welfare organizations can transform the state of a country. In a world that is increasingly becoming more and more dependent on information, it is the universities that can play a key role in making sure that students understand the advancement of knowledge and can absorb this knowledge and utilise it in their work for the development of the country. Universities themselves can serve as the dynamic institutes that can generate new technologies and knowledge necessary for the transformation of a society. In low and middle income countries investment in higher education can lead to social returns of 10% by some estimates, which in turn means that these investments lead to increase in labour productivity and higher long term growth.

Higher Education in Bangladesh

The demand for higher education in Bangladesh is very strong. The public university system routinely experiences ratios of 1:20 (or higher) for the number of seats available to applicants. Moreover, they have to function in an atmosphere that is charged with politics and constrained by a severe shortage of funds. Student's energy finds outlets in political activities rather than critical inquiry into the basis of knowledge; Students perceive a lack of employment opportunities and consequently vent their frustrations on campus. The disruption in the schedule of classes during the school year has given rise to year honors degree programs in a public university may have to wait for six years before they pass out of the system.

The high demand for tertiary education has led to the formation of private universities. These universities which are still very new (the Private Universities Act only came into being in 1992) have a limited number of students compared to the public universities. As they are yet to graduate a class the quality of these universities is still to be judged. Majority of the universities have high tuition fees and a limited number of scholarships for their students. Moreover, they concentrate on a few subjects, which they deem to be marketable in the job market.

Third sectors into which the students can go are the degree colleges, which absorb the majority of HSC students. With the exception of a handful of these colleges, most are of much lower quality in teaching than the universities.
